Engineman Third Class Fransen, U.S. Naval Reserve, was a member of Coastal Division 15, U.S. Navy. On July 2, 1969, he was in a Swift Boat (PCF-87) 50 miles south of Qui Nhon, South Vietnam when the boat was hit by an 81mm mortar round. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
